Hmm, there's no real technique, actually. Just that you shade very lightly, grip your pencil at the very tip, far from the sharp point, and shade. Then rub it with tissue. I blend along while I shade, so that I can control the gradient fully. The tissue takes out a little amount of carbon, so in hard leads, you can use it as eraser too, but this works in shading only.
